Pre-trial Case Management
At Therapeutic WORKS Incorporated (TWI), we provide clinical support services for individuals involved in the state and federal criminal legal systems. Services are delivered within correctional facilities for pre-trial clients, individuals incarcerated for parole violations, and other detained individuals, as well as in the community.
TWI works collaboratively with defense counsel to evaluate mental health and substance use concerns, identify risk and protective factors, and develop individualized release and community stabilization plans. Our work focuses on treatment engagement, continuity of care, and helping courts make informed decisions grounded in clinical understanding and practical community-based options.
TWI’s services are most beneficial during the early stages of a case or when treatment, housing, or clinical barriers arise.
Core Services
Release Planning Screenings: Screenings serve as the foundation of TWI’s involvement and may be conducted in correctional facilities or in the community.
Screenings gather historical, clinical, and contextual information to identify factors that may impact release decisions, treatment planning, and case strategy.
Screenings may also include collateral record review and verification to support mitigation and release planning. Recommendations may include treatment referrals, service coordination, eligibility for diversion programs, and whether competency or sanity evaluations should be considered.
Release & Community Reintegration Planning: TWI develops individualized release and community reintegration plans designed to promote stability, treatment engagement, and compliance with court conditions.
Plans may include coordination of housing, treatment referrals, supervision supports, and other stabilizing services to assist individuals in successfully transitioning to the community.
Expert Witness Testimony: TWI staff are available to provide expert testimony related to screening findings, treatment recommendations, and proposed release plans.
Testimony focuses on helping courts understand treatment needs, supervision strategies, and how proposed plans address concerns related to compliance and public safety.
Responsible Adult Assessments:When a Responsible Adult is proposed to support a client’s release, TWI conducts interviews to assess the individual’s understanding of court expectations, willingness to provide supervision, and awareness of the client’s treatment needs.
These assessments help determine whether the arrangement is appropriate and sustainable.
Residence Screenings: TWI conducts in-person walkthroughs of proposed residences to assess safety, occupancy, living conditions, and overall suitability for release.

Safety Planning: TWI develops individualized safety plans designed to reduce risk and increase predictability for Responsible Adults, family members, and others involved in the client’s support system.
Safety plans may include communication guidelines, supervision expectations, emergency contacts, and coordination with relevant agencies.
Treatment & Housing Advocacy: When treatment programs or housing placements deny admission, TWI can prepare written summaries and supporting documentation to assist attorneys in requesting reconsideration or identifying alternative placement options.
Competency & Sanity Evaluations: TWI assists with competency and sanity evaluations by gathering collateral records, organizing psychosocial histories, and helping clients prepare for the evaluation process.
When appropriate, TWI may accompany clients to evaluations to provide support and ensure evaluators have access to relevant information.
Psychosexual Evaluations & PSI Support: TWI prepares clinical summaries to support psychosexual evaluations and presentence investigations (PSI).
These summaries provide evaluators and courts with a clear understanding of the client’s history, treatment engagement, risk factors, and protective factors.
Transportation & Transition Support: TWI provides transportation to treatment programs, sober living placements, and other court-approved services when needed.
Transportation support helps ensure continuity of care during critical transitions and can strengthen release plans by providing structured support during the move from incarceration to treatment or housing.

Referrals for pre-trial services must come from an attorney, typically through the Vermont Office of the Defender General.

Reintegration Stabilization Program
Our Reintegration Stabilization Program supports individuals transitioning back into the community through a release or community support plan developed by Therapeutic WORKS.
This service includes:
Weekly Therapy – Regular sessions with a TWI clinician to provide ongoing mental health support.
Frequent Check-Ins – Intensive support begins with multiple check-ins per week, gradually decreasing as the individual stabilizes.
Access to Essential Resources – By appointment, individuals can use our space and receive assistance with basic needs such as toiletries, phones, clothing, food, and housing support.
Community Engagement – Scheduled events to foster connection and ongoing stability.
Availability & Coverage
Services are primarily provided at our Burlington office or via telehealth.
Travel beyond Chittenden County is available on a case-by-case basis.
The program typically lasts three to nine months.
We accept Medicaid, Medicare, Blue Cross Blue Shield of Vermont, and offer sliding-scale options for those with other or no insurance.

Therapeutic WORKS Inc. (TWI) provides outpatient mental health and substance use assessment and counseling services to support individuals on their path to stability and recovery.
Our Services:
Flexible Sessions – Counseling is available in-person at our Burlington office or via telehealth, with options for multiple sessions per week based on individual needs.
Comprehensive Support – We offer assessments and therapy tailored to address mental health and substance use challenges.
Insurance & Payment Options:
